Hello, related to your request, I think that in the Numista Catalog there is no single criterion when it comes to putting dates in the year lines, and this is clearly observed in the currencies of India:

This coin does not have a specific date of issue but it does have dates of the act that is commemorated (like those of Cuba), and in the year line it says ND (2006)

This coin, with the same case as the previous one, does have the year 2006 on the corresponding line.
Since there are many more examples of these, I think a single criterion should be established for similar cases.
About coins from India, they are all out of my reach, as I'm not referee for the country, nor I collect coins/banknotes form there. I do know nearly nothing about them. Maybe referee is not aware of the rule, or may have just missed them.

This concerns all coins that have the date on them with several exceptions.
ND stays if the coin was issued before or after event it commemorates, (Coin commemorating 2016 Olympic games issued in 2015 or 2017 for example) and the coin has no additional date on it.
