My first thought is something to do with Spain, as I have seen some
of their coins that have a bunch of arrows on them. Will keep looking ...

Token collector [1600-1899] with some coins
From the coat of arms and the yoke and arrows motif, it looks like an early Spanish 2 Reales coin from the reign of Ferdinand and Isabella; at least with that design and diameter, it would be, but those are high fineness silver coins.

If it's copper, it's going to be a low-value imitation or some other sort of copy.
