Are they really from 1984 or from 1982?

Maybe I am missing something here... but what makes you think they might be from 1982?

Just from looking at the coins, I would assume they're both from 1981.

There is INCM82 on both coins

Also Krause lists it as 1984 but they have been wrong before.

​It's the Portuguese mint : Imprensa Nacional-Casa da Moeda

They're just having a B'day party this year: Happy 250th !!!

(Kind of sounds logical to be 1982 ... though the event was in 1981, so who knows )

INCM means "Imprensa Nacional Casa da Moeda" the portuguese minthouse.

Due some trouble (there was a shift on the reverses and it was swapped between this 2 coins), the decree that allows the issue of this two coins is just from 1983, but the coins was issued only in the next year (1984). ​
