I came across a (Yr. 2013) 60th Coronation Anniversary coin with Queen's head of KM2170 (Yr. 2014), is this a new variety?

Mint error, perhaps? No idea.

Both coins should show the standard head of the Queen designed by Ian Rank-Broadley.

Could it be a variety or wrong planchet error.

Your coin does show the correct portrait of he Queen with the correct year of 2013. It does however look like that the "3" in "2013" is a bit worn which is very common for this type of coin.

Please confirm if the Queen head belonged to the 2014 ones instead of 2013, noting differences in the crown.

​There are no differences in the crown (except for maybe some wear to the coin). The portrait on both 2013 and 2014 coins are exactly the same except for the year lettering.
