Many countries apparently minted so many euro coins between 1999 and 2007, with the first map of Europe, that there was no need to mint coins with the new map for circulation. Until today, many 2nd map coins are set-only issues.
I live in the Netherlands and most of the coins in my change are from my home country, Belgium, Germany and France. So far I managed to pick from circulation only the following 2nd map euros:
Belgium: 20ct, 50ct, 1€, 2€
France: 10ct, 20ct, 2€
Germany: 20ct, 2€
Netherlands: none (with queen Beatrix)
Considering mintage numbers up to 2016, the German 10ct 2nd map should be considered a set-only issue.
That is correct - there are no 10 Cents with 2nd map circulating here in Germany....obviously there were indeed minted too many the first years....same for 50 Cent pieces with 2nd map, not circulating....
in fact, just recently, since the last two weeks or so, I get lots of brand new 10c 2017 D in regular change here in Munich.
Seems that the old stock is now "sold" and they now mint for circulation... Not sure about the other German mints.
in the end everything will be good - if it's not good, then it's not the end...
