This coin is very small and I have seen nothing like it before, I got it as an unidentified coin from a Croatian member who does metal detecting.
My guess for it would be this but I'm not 100% sure, what do you think?
Size is not uncommon, this would be an AE4 (i.e. diameter under 17mm).
My thoughts would rather go to Theodosius I on obverse.
I can't see reverse details, maybe try to have a look at something like D N THEODOSIVS P F AVG on obverse and SALVS REIPVBLICAE on reverse.
