The Dortmund branch is open daily from 8:15h to 13:00h.
It is indeed free and fast. I have used the Köln, Düsseldorf and Hagen branches only but I have no reason to believe that it is any more difficult in Dortmund. Walk in the front door, ask for the correct counter and present your coins and bills to the clerk. He'll run them through the machine and give you Euros in exchange. As kommodore pointed out, you'll get the never-changing official exchange rate of roughly 2 DEM for 1 EUR. There are no fees and no filling out forms or anything.
