Yes it is a H-25.62 but I don't think it is a seedcoin (which doesn't necessarily mean it isn't), instead it is a high quality standard issue.
My reasoning: seedcoins have very smooth fields unlike the grainy fields like on regualar cash coins also the blank side of your coins is lacking the sharpness of a mothercoin.

Seed coins are also bigger than the normal ones but you would need a second coin that is definitely not a seedcoin to compare (I looked around and found coins between 23,85 and 24,45 mm).
