there is "Chih Tao Yuan" in Northern Sung Dynasty, but the top character looks different (the bottom characters are variants if I see right)

you mean the characters are kalligraphy variants? To me, the right character looks totally different.

Yes they are just different fonts. It's similar to how you won't be able to read Gothic script sometimes when it's using the Lating alphabet.

The rule of top and bottom characters being the Era name and the left and right being the currency is only always true for the Ch'ing (Qing) Dynasty.

Although it's the common rule for most cases, an overwhelming number of Sung (Song) coins are written in the format top-right-bottom-left. The only way to really find out which is the era name is to locate 通寶,元寶 or 重寶
