I don't think so. These are two different coins but Krause didn't give KM number yet.

So whats the difference?

2004   coin  struck  at France,  and has   another privy marks from both side  of date, and also intials near  african mask on obverse.   While   other years were struck at England , dont have initial, and french  pr. marks.
