That link is for KM# 916 and does only list 1971-1981 so I guess this is the one you refer to.
I think the 1982-1984 coins were 'not issued for circulation, and the "business strikes" were made for BU mint folders, only'. The 1984 coin is already on this site, as KM# 928 on the page ...
