This is originally a French site, which added English later. There are two pages/languages for each coin. So on the English page the Fr refers to comments written on the equivalent French page that are not on the English page. I remember this topic showing what BE means ...

and so it is not a variety of the coin, more a condition to tick - if you have a proof coin. So the Fr BE appears on many coin pages, not just the French 1 Franc page.

so 1991 (and other years) on English page shows (fr) BE then also on French pages a lot of lines have
(en) dolphin mark showing what is on the English page which nobody (yet) has translated to French.
