

Russia puts shield on double headed eagle. Not eagle on the shield
From 9 o'clock on the obverse I read “LA VILLE D'ATH”.
That seems to refer to the Belgian town of Ath (French)/Aat (Dutch). The town has the coat of arms as depicted on your coin.

Not Russia, despite that double head eagle, it is Belgium.

Reverse description: Oak and laurel wreath.
Un-awarded medal, presumably issued for the Ath Municipal Administration,
which commissions these medals for the participants in the annual Ducasse d'Ath festival.
Participants who have reached a certain number of years of involvement receive a medal from the Mayor.
Ath (Dutch: Aat, Picard: Ât, Walloon: Ate) is a French-speaking city in Belgium,
located in the Walloon Region, and is the administrative center of an arrondissement in
the province of Hainaut. It is the seat of a Justice of the Peace court.

The lettering has a different font, and different size wreath below.
In the link they say it is bronzen. Mine is copper.
