Are these Foreign Exchange Certificate considered as commemorative notes?

Where do you read that? The Chinese text on the reverse says the same thing as the English one.

These are reprints and issued in 2019 celebrating the 40th anniversary of these Foreign Exchange Certificate. They are just numismatic items for collectors only.
