It's not strange. The rarity index is mostly (or only?) driven by the amount of users who have it in their collection. One entry is just way older and a referee didn't bother to do what they're supposed to do, i.e. check if it already exists in Numista.

Aaahh. That explains a lot. What happens with a users database when an added coin is double and it gets removed? Do the double coins merge? Do they get a message to select the other coin?
If there’s one thing we’ve learned from history is that we did not learn from history.
In such case, when the duplicate page gets removed, the collections get moved to the other page, and the link to the deleted page is redirected to the remaining page. So nobody is supposed to lose anything.

Yes the page of the 2nd link should be delete.
Tried to do this @SouthViking but the problem is that the 1st link has 2 different variety lines for the same year so it will not transfer over need an admin to work on this.
