Because it says the issuing entity would be Zeeland and mint Middelburg, which is incorrect. These are provincial coins (like from Flanders, Guelders, Overijssel) and due to a clean up in their silver coin history, the provinces of HOLLAND and ZEELAND used to countermark them. This would mean that the old value was demonitized but the coin could mean in ciculation, often with a new value.
So, the issuer remains the very same as is written in the legacy of the coin. The issuing entitiy and the mint mark don't change. It's just a variation of any of these:
