The notes were not really issued by City of Jelgava (German: Mitau), but by the army command of the Western Volunteer Army (Heeresleitung der freiwilligen westarmee), on wikipedia known as West Russian Volunteer Army. So we surely need a new issuer …

There was a previous post on the Russian Civil War period, where City of Mitau was created, as the only reason for issue was the ongoing Civil War (notes issued by an army), I'd suggest to stick them there.
