Although this part of the Toughra seems to be missing.

I came to the same conclusion but seems to be this one other than that:  N#34989

Right it should be that but with missing the text right of Tughra!

If you can't find another example then it's possibly a jewelers copy made with a deliberate error to avoid accusations of forgery, a very common practise, often with good engraving but always an error ( unless modern fake)
