Two links that might help you out. From what I gather, this is probably a 1952 issue with the bottom part of the 2 slightly worn so it looks like 1959. The “2” on these coins has the top part of the number swirl up into itself, hence why it looks like a 9 especially when worn. To my knowledge there were none of these coins issued in 1959. Luxembourg did not issue its coins yearly because there was lower demand due to the wide circulation and acceptance of Belgian coins as legal tender in Luxembourg (since 1935). In 1960, the Benelux Economic Union further reduced the demand for Luxembourg-specific coins to be minted and issued. Cool coin though, hope this helps.
