Adding new issuer Isfijab (And Keder) [επιλυμένο]

I am requesting the addition of the new issuer “Isfijab”, as well as a sub-issuer under it “Keder” (Who's information is in a seperate forum request). Isfijab was silk road city in modern day Kazakhstan, north of Chach (Tashkent) and southeast of Otrar (Farab). In the early-medieval period, Isfijab was ruled by Turkic tribes from Semirechye.
