As a 30 year+ collector of Portuguese colonial numismatic items, my opinion on value range is as follows:

Saint Thomas & Prince Islands: no home market serious collectors. Interest from mainly Portuguese collectors and Portuguese colonial collectors. 

Design was common for other Portuguese possessions in Africa. High denomination and mid range grade for Specimen type: 65 EPA

Should be in similar price range for Cape Verde or Portuguese Guinea notes of same type which have appeared in auction in the last ten years. 

My hypothesis on price based on foregoing, depending on country of purchase would be $1000 to 1500. At least five (5x) times the price if it was a non-specimen in UNC grade - it would be unique or at most 3 known.
