Some version of Aeneas (N#259891), Winged Victory (N#269376), or a soldier (N#157705) leading a small figure, or something else entirely?

The standing emperor figure drags a kneeling captive and holds a labarum in his other hand. Pretty common desing on roman coins from the 360s to 380s.

Looks to be Valens from what I can make out of the legend - but I can't make much out.
