These proof coins probably found their way into circulation or have been jumbled up in coin lots passing between collectors and dealers and so on. As they are zink they are prone to corrosion and easily damaged by other coins in the lot.

I do have the feeling these coins were also released for circulation, especially seing the number offered for swap here. Compare the amounts to 1981 and 1983 that each had about 500.000 issued for circulation.
I think mintage figures are incomplete (for sure for 1970) … just judging by the amounts registered here.

Hi @BramVB I bought these with many other worlds in a lot. They are all from 1970. Oxidized and not cleaned.
I'm now pretty convinced that 1970 coins were also released for circulation, 1969 and 1971 probably too …
There are too many available that are not in a proof set to be just taken out from sets.
Also very interesting is that the mintage numbers for the other proof coins for those years don't seem to correspond … as if they were releasing loose proof coins.

@BramVB I was also checking my catalog, but it mentions the same information published in Numista and NGC Coin.
I interpret the mintage figures from 1969 to 1971 are exactly but with years 1970-71, I have the doubt if these 144,000 coins minted were all Proof due to in other years for instance when Proof coins were minted, the mintage were much lower, from 15,000 to 65,000 to be honest.
