Do these 5 ruble notes circulate?

Just wondering, as I see these notes only offered in UNC condition (at most with a creased corner), do they even circulate? They have a very low value (5 eurocents) and coins of 5, 10 and 25 rubles are all higher (or equal) to this vale. So why print these banknotes?

I can only say that when I was in St. Petersburg in 2007 (the ruble value was ~3 times higher then today) the smallest notes I got was the 10 ruble one, everything below was in coins.

That is also my experience in the past (same period) and later visits by family, so the old notes clearly did not circulate anymore. Mainly wondering if the new notes are circulating … or only end up being bought by collectors.

Why they were produced these in 2022 is a mystery. I wouldn't think metal shortage due to the war. When was the last time a country produced a banknote with one cent purchase power? Probably WWII.

In last few years 5 roubles notes have appeared in circulation again. It is easy to obtain it in UNC conditions from circulation

The Central Bank of Russia has explained the reasons for the return in 2022 to the use of paper banknotes of 5 and 10 rubles, along with coins. According to the regulator's press service, on February 7, 2025 it was noted that the population has become more willing to use paper money since its quality has improved.
 

The Central Bank noted that in the past, 5- and 10-ruble banknotes were popular among users, but they wore out quickly, so they were gradually replaced with more durable coins. However, over time, people have become more willing to use paper money, as it takes up less space in wallets and, unlike coins, doesn't end up in piggy banks.
 

In 2022, the Central Bank resumed printing paper banknotes, which are now additionally coated with protective varnish to increase their durability. The Telegram channel of the bank explains that this allows them to have a longer service life.
In addition, the central bank noted that printing paper banknotes has become more profitable than minting coins.

I don’t think the problems is the lack of metal, CBR now uses a rather strong cover for new notes and it keep it acceptable for a longer time so it makes printing of 5 roubles cheaper then minting coins

Thank you both very much for the quick and exhaustive reply. Though I'd prefer an original 1997 note, I can "safely" go for the 2022 version, it also being a circulation note.

Occam's razor: It saves the Russian economy precious metals. The timing of the re-intoduction says it all.

If the Russian public likes notes more than coins, it's an extra bonus.
