Add issuer to Belgian Congo [επιλυμένο]

I am looking at missing signatures and Belgian Congo miss some and also some issuing entities. I did my best belowe, hope it's usefull :D

I'm not fond of duplicating issuer name as issuing entity, except not other choice. But here we may have.

It seems for instance that Omer Lepreux is président of the Banque d'émission du Congo, that we need to create right ?

I understand the mess it can be, to have “doublications” between issuer and issuing entity. It can become blurry and confusing. For the Congo free state, could it be “State of Congo” or along those lines instead or will that make it even more messy?🤔

If I understand your example about Omer Lepreux, we already have Banque d'émission du Congo, but no signatures added yet.

It's the bank before that (for the Free State) and the bank alongside the Banque d'émission du Congo with the Ruanda-Urundi territory included, the Banque Centrale du Congo Belge et du Ruanda-Urundi. It was a shortlived bank.

I added it, lets see how it looks.
