I agree with a merger, but…
I've just read the French posts on Numicanada (= the site Coins and Canada in French) where they reported the alleged Philadelphia silver dimes (you'll find the links at the bottom of the 1968 silver Philadelphia page). It's obvious that this is not reliable because those guys went back to their 1968 silver dime accumulations and now find the silver Philadelphia variety right left and center. These should be extremely rare. Obviously, identifying the two types of grooves at sight is unreliable — especially with circulated coins.
There's also a paper that is cited as evidence, from the Canadian Numismatic Journal, 2011. Well, sorry, the guy just claims, without evidence, that there's a silver-Philadelphia variety. The editor should have caught that and asked for supporting evidence, or else a footnte should have been added to state that the evidence is not much better than hearsay.
The ideal situation, for now, would indeed be to merge the two silver pages and add a comment that this alleged new variety is very doubtful and is not reported in the standard catalogues (Charlton, Haxby and Willey).
