Impossible to know the mintmark, but your coin have a palm branch between the two Victoriae.

I guess so, as that cites the same RIC reference.   I don't agree with what that entry says about the coinage system and denominations though, the bronze coinage was reformed in about 348 so the interval is off, and there is no concrete evidence on what these coins were called, and best to stick to catalogueing them as AE3 imo.
