A thick coin possibly from Indian princely states (or of similar style)

16.67g, diameter around 18mm, thickness around 7mm (very thick).

On the first side (I don't know whether that's obverse or reverse) I see something like Arabic letters ف ل س (FLS). But I might be wrong about that.
The second side is divided by a thick line. Petals (?) or plant leaves on both sides of the line. (Or some writing maybe?)

I combed the catalog by size, weight, motifs etc., but all in vain.
I don't know whether it is really Indian.

Thank you! I see now that this is the same leaf as on Mewar's “new Bhilwari paisa” KM C # 3.2 or possibly C # 5. I was unable to find a picture of a coin which looks exactly like this one, but maybe they are all different. Surprisingly, it looks like this is only a cut-out part of the original coin, but possibly the discrepancy is related to the crude minting technique.
