Add ruler to Lao pre-unification Kingdoms

Trying to add some rulers to early Laos, pre-unification.

But may not make sense, when some of the "coins" were issued from first to last monarch..? Anyways, gave it a try, to at least point attention to the lack of rulers :D

What is referee @Magic2ik's opinion? :)

I would go and reject this. It does not make much sense to add all those rulers, and we would be adding them all just because we cannot date those “coins”.
