For the last of the “civic copper” issuers, we will need them under Central Asia. These will actually be simpler than Iran, I think, because there are no ruling authorities needed for any of these--they are all completely anonymous, from what I could find. Here is what I am thinking:

The coins issued by the Caucasian cities seem more contemporary to the Caucasian Khanates, hence why I placed them in that section rather than Iran, which I found them listed in on Zeno. The only coin we have from one of these newly-needed issuers is also under Iran (Iravan).
The City of Hisar is the same Hisar which had been placed under Afghanistan. I did some more digging to find why it was listed under both placed--with Central Asia apparently having even more examples than Afghanistan--and it seems the “Afghan Hisar” is only placed there because there was an example countermarked over another Aghan civic copper (Balk). Under Central, some coins are countermarked over other Central Asian coppers while some coins were issued by Hisar without countermarks, so… I think it would be best to move this issuer here.
And the City of Samarqand already exists as an issuer. This issuer was created because, specifically for the “civic coppers.” So… don't have to worry about that issuer, but it is still one which is relevant here.

And finally, because this normally does come up…
The Central Asia issuer was created because the boarder of modern-day Central Asia are completely different than historical Central Asia, and it would be nearly impossible to accurately list these places within the modern-day boarders. For some examples, Khwarizm was nearly perfectly split between Uzbekistan and Turkmenistan, and Khoqand was a small khanate right on the boarder of many places, being in modern-day Uzbekistan, Kyrgyzstan, Tajikistan, and Kazakhstan. We cannot really say which country one issuer should be under because the boarders were just so different that any decision would be completely arbitrary.
With that being said, these cities are not as confusing as the larger geographical issuers--the majority of these cities were in Uzbekistan, with some in Tajikistan, Turkmenistan, and Kazakhstan. But while these could be divided into the modern-day issuers, the coins were contemporary with the larger, un-dividable issuers. So if Khwarizm and Khoqand are together under one issuer, I do believe that the civic issuers should stay alongside them, and not be thrown somewhere else in the country list, as that would only make everything more confusing.
