Here is what I would like to propose for new additions under Iran. I will suggest ruling authorities in another thread, after these are added, as some ruling authorities should be moved to entirely new issuers:

So…  Zand rebels issued coins in Gilan Province (Hedayat Allah) and Iranian Azerbaijan (Fath 'Ali Khan Afshar). We also have coins issued by the governor of Khorasan Province during the Qajar dynasty (Hossein Qoli Khan Qajar Sardar Iravani; no coins by him on Numista yet), as well as for the Khoy Khanate (Ahmad Khan Donboli). I think these four issuers need little explanation.  x)

 

I believe the Hotak dynasty should be its own issuer. There are three rulers who issued coins under this dynasty, which all appear as ruling authorities under Iran. However, the geographical area of this Afghan dynasty is very distinct and does not include the entirety of Iran. As well, during the first two rulers (1722-1729), the Safavid dynasty of Iran continued to exist and issued its own coins alongside those of the Hotak dynasty, so… two different areas with two different coins, with the Safavid dynasty being continuing both before and after. The third ruler (Azad Khan Afghan, 1750-1757) basically tried to revamp the Hotak dynasty; it had a smaller area than before, and was in a similar situation as the first time.

 

The Northern Provinces includes coins struck under Mohammad Hasan Khan. His territory included Astarabad, Mazandaran, and Gilan, which comprises of all northern provinces of Iran. It seems he also had some areas below these, but I think the term “Northern Provinces” should suffice.

 

The Eastern Provinces include coins struck under Nader Shah Afshar as Vicery. While most sources seem to list his main territory as Khorasan Province, his coins say he is “Viceroy of the East,” with mints being in both Khorasan and Mazandaran (Tabaristan). So… I think “Eastern Provinces” would work best for these coins.

 

And that just leaves the Iranian cities, which includes all the “civic coppers” of Iran. The only one that I think needs an explanation is Urdu Camp, and a detailed discussion can be found on Zeno: https://www.zeno.ru/showphoto.php?photo=41041. With this being a military camp, its placement in the Coins section can definitely be debated--we have a section for Military Tokens under Exonumia, so perhaps that is better. But regardless of what section these should go under, I do still think we would need an issuer to place them under, right? I'm sure we can figure something out, regardless.  x)

 

And… that should be everything. Thoughts and comments welcomed.  :)

All those cities are specifically ones who issued anonymous “civic coppers” (with some having autonomous rulers issuing coins occasionally). I had not seen Tiflis on a list of “civic copper” issuers--with that coin specifically, it seems Tiflis was just a mint that issued coins for the entirety of Iran, meaning that coin would stay where it is, under Iran. If I am incorrect here though, please correct me.

 

For the second coin, Nader Afshar's title was “Viceroy of the East”. I think Mashhad would classify directly as an Eastern province, but there were coins minted by Nader Afshar in Mazandaran as well, which would count as both “North” (modern-day) and “East” (contemporary; as-per the coins). The Northern Provinces, on the other hand, is definitely not the contemporary name of this geographical area--I simply could not find a name other than “Mohammad Hasan Khan's territory”, which includes all modern-day northern provinces. Perhaps there is a better name for that area than what I suggested, but… I am not sure what that would be.  x)

I was wondering why we would need so many cities as issuers rather than mints, but if we consider the parallel to say, Dutch cities in the 17th century, we indeed have both civic issues (generally lower value base metal coins), and mints striking coins for larger issuers (silver).

That definitely does sound comparable here.  :)
