from a ebay link my friend sent me I found out that the year 1720 needs to be added to this numista page but with the 1721 year being cemented in place I do not know how to add the year before it 
so could someone of high abilities be able to add the 1720 BIB year?

You could just have added the year, the lists gets sorted automatically.
