We clearly need to reconsider how the banknotes of the German states are organized. To me, it seems clear that the problem stems from the insistence on preserving the “Notgeld” section. What we need is to use the same principle as is applied elsewhere, namely to organize based on place, not type of issue. To resolve the mess, I propose the following:
Combine all pieces issued at the state level into those states, regardless of whether they are coins or notes, issued before or after 1918.
Convert the current “Notgeld” section into "German Towns, Cities and Regions" for all those pieces issued at the local level.
The second section will remain largely unchanged but we will be able to move notes like this to the state level which is obviously more appropriate.
