Issue wouldve been in england though, it was just used at a post office there, as usually actual overseas use would have an overprint

It is the datestamp itself that determines their nationality.

 

I have got unoverprinted ones issued in New Zealand in my collection - & the datestamps clearly denote their issue in New Zealand.

Not if is not issued in any of the 4 countries of the U.K..

 

If it is an issue from outside then U.K., then it deserves to be listed under the country where it was issued.
