Hi! This coin puzzles me. The high reflectivity (in the first two pics you can see my pc at 1 m of distance reflected in the coin) of the fields is that of a proof coin, but for this year (2013), I can not find a proof 2 rupees. Any clues?

please make better images of the coin in question and not other coins, no fingers etc, just the coin in high resolution.
You should have checked this:
N#7856 and then this
and you would heve seen, that there are no proof coins in the catalog of numista.
I also checked the KM catalog, and no Proof coins have ever been reported for Sri Lanka, so your coin is extremely nice, but can only be UNC, sorry.
Hm, they seem to come out quite shiny (you can see remnants on the Nickel plated steel variant), probably because of the big empty spaces in the design and quite polished steel blanks (instead of polished dies).
One could call it proof like at least, but I am no expert in this.

You can't, but the Ni-Fe is certainly not well pointed to in 2013, mine is steel!
You just take a coin from km147a next to your km147b from 2016 coin and you compare, as easy as that.
