Help ID very worn coin [επιλυμένο]

AHello experts!

I am struggling with this one, the design is so weird, I've never seen simmilar.

Can read “NOV ---- REV --- 23 ”  so my guess is 1623

The other side seems a shield.

 

Tried all possible filters on Numista, still not a clue

The coin in the catalog have no diameter nor the legend so that is why I couldn't find with multiple searches
