I've just entered one of these to exchange and went to check it's value in VF. According to NCG (Krause) it's worth $12. However the Numista entry indicates plenty of people have the same coin for trade and it has a rarity value of 16.
Is this one of those rare statistical blips where an unusually high number of people have a scarce coin (mintage 2,500,000) or did Krause screw the value up?

I don't know the answer to your question. But, I do know that coins of Monaco are usually held in high regard and this could be the reason for such a high value.
The Numista members who own that coin are probably a majority French because the Monacan coin sizes are the same as the French coin sizes, so they were probably interchanged at the time.
