Silver coins stopped circulating in most countries between 1967 and 1969. Silver coins mint in the world after 1969 even if issued as legal tender were never intended for circulation.
In some countries of the EU silver coins denominated in Euro could be purchased in the first days after issue at face value in a bank. I suppose that some people might in time of need of cash pay with them at a shop with somebody later getting them as change, but this is rather an exception than a rule. If this coin is no longer available over the counter in French banks, I doubt that any of the many Numista members who have it for swaps will be interested in exchanging it for a crumbled 5 Euro note confirming by this act that for them it is a mere circulation coin. Thus we should not consider these silver euro coins as circulation issues.
