Same answer. Somebody took a 1994 Two Pence coin, machined off the reverse face, then took a 2 New Pence coin, machined away everything except the reverse face then glued two 2 pieces together. They created an interesting fake coin.
Is one side predominant magnetic than the other? Because in 1992 the 2ps changed from Bronze to Bronze plated steel. I assume someone was practicing faking the 1983 New pence error on other 2ps and the OP’s coin was one of them.

Where did that picture come from? Is that the obverse and reverse of the same coin?
These two coins are from my date run, I am showing to the OP that post 92 2ps (except a few 1998 and 1999s) are magnetic, so in theory if the ops coin is two coins stamped together one side should stick to a magnet easily while the other side would struggle to.

Using a magnet on either side of the coin is not nearly sensitive enough to see a difference just because the remaining steel is farther away on one side vs. the other. Maybe with some super sensitive equipment…
Regardless, there's no question this coin was a result of doctoring the two other coins. I think you're right in that somebody was trying to create a different type of this mule coin: N#220602
