I think this could have been a normal (stamped) coin where the details have been worn completely flat, or removed by some kind of environmental damage.
I would search for a coin of 31 mm and 6-7 grams made of low grade silver alloy from the Austro-Hungarian empire or possibly the Ottoman empire, if these make sense based on how/where the coin was acquired, and assuming this composition makes sense for what the coin looks like to you (it's hard to tell from the photos if it is more likely to be silver based or copper based).
But based on what I can see, the condition is so poor that I doubt a positive ID can be made.
