Hello, I recently got a coin like one of these and noticed there is no correct issuer to put it under, so under German States we need a new issuer, one site does put it under Netherlands, some Belgium but its a royal mint of the HRE so I think it should belong under German States like all the other HRE medieval imperial mints

We also need Liege on the list (Leodium, or something like that, as the coins bear the inscription LEODIO CIVITAS), separately from Visé which was nearby.

There are "immobilized" Carolingian types issued in Liege in the 10th century https://www.acsearch.info/search.html?id=4850637
... and then issues during the Prince-Bishopric that are "in the name of" the emperor https://en.numista.com/catalogue/pieces307781.html

But I don't think that puts an Imperial mint there the way you are looking at it.
