Euro change requests rejected? [επιλυμένο]

The referee for Italy & Spain has decided that the changes in the 1, 2 & 5 cents for those two countries are "NO IMPORTANT" and rejected them, whereas his colleagues for the other European countries with the same changes in the coins, ALL accepted my requests. It would be nice to have referees using the same politics and judgements

I can not understand why such an important design change is 'NO IMPORTANT'...

​Maybe a (partial) solution is to have an appeal process whereby you could appeal rejections to a higher authority (master referee).

The referee who rejected the change requests, is French and speaks only French according to his profile, ideal as a referee for Spain and Italy

I have to express my excuses to the referee, I've attacked. HE DID NOT REFUSE the change requests of the coin change by itself, but my change request regarding the year lines AFTER the year of change. That is his right
