Why do some normal circulating coins not have a KM#

I was wondering why some coins do not have KM#'s?
like the coin below, an Argentina Peso.

It is a normal circulating coin.
I always thought the Mint applied the KM#, especially standard circulating

(I know exonumia coins may not have one, and I understand that as they are non circulating)
The only entity that can give Krause Mishler numbers are Krause Publications Inc. and they were often not the fastest depending on country and or participation to issue new entries. With the insolvency there may or may not be any new numbers depending on what the new owner will do with the bankruptcy estate.
