If you can't see the year and you can hold the coin, how can we? Better pictures are needed. Anyway it's a common coin, very low value if any. Clean or not it doesn't really matter.
It looks like an 1948 to me but you should look at it under a magnification to be sure because as mentioned, the photos are not very good to judge for certain. For reasons unknown to me, that year seems to valued considerably higher than other years of this type. It is definitely 1948. As mentioned above, just rinse under water with a little bit of soap, rubbing with your fingers. It may not help it much though.
The type of coin is not rare, but the year is a bit more valuable. Though, it is not in great condition already.
