I just found this coins (https://en.numista.com/catalogue/pieces31884.html) in the China catalogue. This one should be listed as Empire of China (1915-1916), rather than current China - Republic (Hunan province). Please correct this.

For the coin in question, it is to be moved to the issuer Hunan province with the ruling authority of the Empire of China - Hongxian, both of which do not currently exist yet.

This coin has been moved to the new Chinese provinces issuer, so that should solve this problem. Further division of this issuer will come later, and when the issuers are divided, the ruling authorities can be added.
