Changing an Issuing authority on already approved page

Hi

This token was recently under Slovenia, but the user proposed a change to Germany. I have confirmed it and it went straight to Germany, without German referee having any saying in it.

I believe this is wrong and such request should go to German referee first, to be approved the same way as it would be a new entry or any other change. Appointed Numista referee is the only decision maker for its country (except the colleagues above that level).

This (I call it bug) allows a referee to confirm a new entry under his appointed Issuing authority and then it can change it to whatever country he/she wishes to, as proven without any saying from referee for that country.

For such cases, I suggest you contact the other referee first before moving the coin to the issuer they are in charge of.
